It is an interesting question though of why we need a federal site in the first place in order to shop for a commercial product. We are required to have car insurance but we don't need the state government running a car insurance shopping site. I am not for/against the Affordable Care Act, but I think it is a legitimate question.

requirements for car insurance are set by each state, IIRC. and not everyone has a car - it's not mandatory. Everyone has a ... 'health'.
