I'm having a bit of a hard time assigning meaning to your first sentence. If we evolved that way, there's no "meant" in evidence, and vice-versa.

And as for optimality, be careful with statements like that (and what you wish for). I think it ceases to be an optimality problem when it's followed by "if everything were completely different."
