Not being related to Waterloo in any way I have no skin in the game, but their combinatorial optimization department (which is part of mathematics) is very strong.
I guess this just goes to show that you cannot reliably evaluate a university as a whole.

yeah, I wanted to study their discrete optimization course but realized It might be too risky to specialize in your undergrad.
I also agree its hard to gauge a university with just one metric.
FWIW, there are students who studied C&O and then started data-oriented start-ups.
