I think you're over-thinking it. I imagine this was done solely in response to heartbleed itself, not OpenBSD's fork. It's a good charter, I'm happy it's being done.
Yes, they've obviously been working on this announcement for a few weeks. You can't get all those big players on board in the time since libressl was announced.
