The only reason they don't have the money for it is that they failed to invoice the organizations that fund them. That's a temporary issue caused by coordination problems, and ending the internship program won't do anything to solve those problems. It'll just mean that once those invoices get processed, they have a big pile of money sitting around unused (and then people can complain that the Foundation isn't using its funds.)

That might not turn out to be the case, because "once those invoices get processed" they have a big pile of accounts receivable, which can be very far from having a "big pile of money". No matter how good the faith is of these other organizations, if you wait long enough, the money that might have once been there might be mostly gone now, or otherwise allocated, and many might only be in a position to pay you over some period of time. Some might be dead by now.
