The numbers sound encouraging, but I imagine the bias is in the details of the developer.

In a big company, who is going to be allowed to take the new technology risk? Senior developers. I imagine that the average dev on their Rails projects is much more competent than on their Java projects. Not becuase it's Rails, but because it's risky.
