They seem to use non directional transmitters of about 5W which cover an area of 'four or five blocks' ( http://www.youtube.com/watch?v=5bO0tjAdOIw&list=PLbOnG9yNO5u... )A system for transmitting power, which I don't think they have built on any scale, you'd probably want to focus a beam towards the receiver with the power loss being proportional to the amount the beam spreads out.
