The only legal way to stream Game of Thrones or Homeland without a cable subscription is to pay $40 per season on iTunes or amazon. So who's subsidizing who?

What point are you making exactly?
What do you mean? Homeland is only available as dvd/blu-ray on netflix? Showtime and HBO lock down all their streaming.

Certain shows from Showtime are streaming. For example, Netflix has all of 'Weeds' available for streaming.
