I actually lauched a WebCite kind of service back called Svonk back in 2009, unfortunately it got VERY little usage - like just a couple of hundred hits a month, and it got no external promotion. It had a RESTful interface and everything. I guess could re-launch it as I still have the source code, if there's an interest for it that is.
