To these, Intel's Quark seems very, very advanced indeed, but perhaps Intel's version is to be compared to the more recent ARM-based "big Arduinos", such as the Due (http://arduino.cc/en/Main/arduinoBoardDue). For comparison, the price for the Due is €39.

Typical/classic Arduinos are not based on ARMs, they are based on Atmel's much smaller 8-bit series of "AVR" microcontrollers (for instance the ATmega328 presented here: http://www.atmel.com/devices/ATMEGA328.aspx). This is the brain of the bog standard Arduino Uno (http://arduino.cc/en/Main/ArduinoBoardUno) which is €20 in Europe.
