It's actually unfair to those who have the required skills but can't afford to work without pay.

and the flipside is it's unfair to those who want to earn skills even if it means they don't get paid.

Fairness is an issue for the have-nots, not the haves. It isn't unfair that a person who can afford food doesn't receive food stamps, for example.
