I think Canada could easily just import everything from China just to piss Trump, and take hardliner approach, it would bring trump and government to its place. But Canadian leaders are not so brave...
Carney is one of them few (if there are any) leaders of Western countries who is actually genuinely popular and has a very high approval so he does have a lot of leeway to do what he thinks is best.

All Canada has to do is ban export potash to the US, that will end this crap almost instantly.
Saskatchewan would demand a substitute buyer, I think. Finding cooperative middle countries is a difficult strategy.
