Saying "yes" to every new responsibility, getting really enthousiastic and excited for every new opportunity, wanting to be involved and engaged with everything that comes in their path.
That tells me that they were just taking things on to make superiors happy. Which isn't the same as believing in what you are doing.
But this is the double edged thing that managers - and lawmakers - have to deal with.
Why does everything have to include the legal system? Every time anything is discussed, people want to get the politicians and the legal system involved.
What is probably better for people in the industry to promote to less experienced people is that they are not their job, and a lot of what they are working on is likely to be replaced 5-10 years down the line.
