Re quality of the resulting movie, it's probably best to think of graphics as reducing one class of possible bugs or quality-killers. It obviously can't do anything for writing, editing, directing, human actors' performances (well, maybe a little), etc, which will immediately become the most noticeable quality problems if VFX does their job correctly. So, yeah, not necessarily going to have a noticeable effect on perceived quality. :)
