Can someone explain why nobody delivers binaries in a platform neutral bytecode such as LLVM, and then have the computer transform the bytecode to native code at runtime ?

Surely this would mean as long as the bytecode was stable, there would be no need for multiple or duplicate binaries. It would also mean that generated native code would always be optimal based on actual CPU capabilities.
