Assuming this story is true, is it normal that some rich guy can just ask to see police documents over dinner without any FOIA request or anything?

He's pretty close to that particular police chief of staff or whatever he was. So this is probably just one of those things where if you have connections, then sometimes you take someone on vacation or fly them private and it turns out they give you some documents, rule in your favour in a case, pardon you.
