It includes children, who were not aware that the law was being broken.

We used to have a carve-out for them, called Deferred Action for Childhood Arrivals. The administration eliminated that. For them, the analogy is even more apt.

Incidentally: the term "concentration camp" was coined during the Spanish-American war, and used extensively during the Boer War. It aptly describes the Japanese internment camps in the US during the Second World War.
