I live in the UK and used to commute by bike every day. I had a waterproof, waterproof trousers, waterproof overshoes, waterproof gloves... And also I once had to soak my t-shirt in water to survive the heat. (I stopped commuting before this year thankfully otherwise that "once" would have been practically every day this year.)
