There's such a long time of being disappointed and saddened, of having hopes dashed, but I feel that tickle of excitement and hope again.

It's a confluence of two things. Qualcomm doing so much upstreaming is great! Even a bunch of their Adreno stuff has support, gets upstreamed! https://www.phoronix.com/news/Linux-7.3-MSM-DRM-Driver

But it's been well over half a decade where most bootloaders are locked, where we can't even try to run our own Linux on devices. With the Motorola and GrapheneOS partnership, we'll be seeing modern Qualcomm powered phones with unlocked bootloaders. So all this hard work?
