Also wild guess consumers in your country aren’t dumping their trash in the river because you have a function garbage system. It is mainly an issue with poor people in developing countries with no access (or cost prohibitive access) to garbage collection. Not sure if taxing the very poorest on earth is great.

Regulate it how? They tried to put an extra tax on plastic in my country and guess what consumers will just pay it.
