That math doesn't show what the author might want it to - The Ocean Cleanup removed ~118Mlbs of waste for $72m, while it would take $246M to do the same with the "incredibly low cost" methods of the Ocean Conservancy?
Not by definition. Some of that money will have gone to the "upstream policy solutions" part, which is arguably the most important part. No point burning a ton of money cleaning up trash when people are adding new trash faster than you can ever clean it up, after all.
