It lets you get something that's just plain fun, for little money and it feels like a shared experience with the locals.

Yep. I was born in the USSR, and my mother still occasionally marvels at one doodad or another. The last one was a reusable bowl cover.
One of my favorite souvenirs from France is a reusable shopping bag from Carrefour.
