Some of the reasons that executive organizations in the US that investigate safety concerns are so effective is that they are independent of the executive organization that creates regulations for the field (e.g. the NTSB is independent of the FAA and NHTSA and the CSB is independent of the EPA and OSHA) and their investigations focus on failings in organizational structure that allowed the event to occur, not the mistakes of individuals that were in a precarious position to start with.

It's also worth noting that while the Republican party itself is using this investigation to its advantage, it has bipartisan support. Rand Paul is rather independent from his party, as far as senators go, and it's not just Fox News supporting his investigation but The Young Turks too (https://youtu.be/BXIP6-8GHcE); two organizations that rarely agree on anything.

I'd love to see some kind of independent body to investigate the organizational failings of the FDA and NIH and release recommendations for changes based on those findings. Given the lack of such an organization, Rand Paul is is doing the best I would expect from a senator.

Your statement is a general one. But in this specific case, it seems like particular senator is using his personal vendetta and abusing his power with the help of secretary of health, and going after an individual, who has track record of over 40 years of serving in public health.
