Maybe this is finally an opportunity for the blockchain? Put licenses on the blockchain to allow decentralized sale.
Why blockchain? Because the alternative is either a monopoly managing a central database or a government run central database, neither of which sounds appealing. Or have multiple different license registration providers, which also doesn't sound very appealing. And what happens if said company goes bankrupt?

Digital wouldn't be so bad if you actually owned it - first sale doctrine, easy resale/transfer, etc.
Though I'm sure game publishers would just switch to token online features to prevent resale.
