The Army said the first group’s guidance included assistance on “munitions supply chain data analysis, Organic Industrial Base investments, and foundational strategies for autonomous systems and counter-drone technologies.”

This doesn't require commissioning anyone. Civilian advisors are not unusual in the government, generally, nor the DOD specifically. This is just a chance for some clowns to cosplay as serious soldiers, and claim a rank (Lt Col) they never earned.
