It certainly shouldn't be. But society has a responsibility to take care of everyone to a basic minimum standard. Everyone deserves somewhere safe to sleep at night, to be able to bathe and clean themselves, to be healthy, and to have enough to eat and drink.
If you can guarantee these things for anyone who can't afford it themselves, then you don't need to do literally anything else.
