The author appears to be making the case against quantum computing not because it is a societal evil -- as, for example, one might make a case against AI -- but in the sense that (he thinks) it can't actually be achieved.
But regardless of whether he's right or wrong, I personally really liked his explanation about what exactly quantum computers are even trying to achieve and how they theoretically supposed to work :)

Yes, exactly.
