I think Anthropic can avoid contracting with the military at this stage

I think you're still missing that the US govt could theoretically do all on their power to ensure Anthropic ceases to exist (as a viable company), if they felt it was warranted. I can see Anthropic anticipating and trying to avoid such an outcome.
