By good, I mean a developer that can successfully build an app from scratch that doesn't have any bugs.

If we take the "doesn't have any bugs" qualifier seriously, then there's no such thing as a good developer.

If you mean a dev that can develop a solid nontrivial application from scratch, then I personally know a dozen or so.
