Of course Google is "doing this to upset the status quo". The status quo makes a lot of money providing a crappy product with crappy service. Google wants to disrupt that by providing a good product (probably with crappy, but better, service, if they hold true to form) so they can become the new status quo.
And if KC invests in this and can see some knowledge worker jobs come to the Heartland, that seems like a true investment and not a dole.
