Vs. if you're a competent national policy maker, in a state that isn't rolling in petro-dollars, then A/C is only going to be one element of a larger Adverse Weather Abatement strategy. That's far more complex than most people imagine.

Historically, droughts and heat waves correlate. Especially if you adjust the precipitation data for extreme events - which cause lots of flood damage, but are very difficult for most fresh water supply systems to capture.
