Or, we have a hammer and we’re hitting things with it to see if they’re nails.

I think this is true, with the pretext that we have never seen a hammer before and don't know what nails are yet.

Or, more cynically, the hammer is made of glass, and everyone is required to believe that everything is a nail, lest the markets catch on.

At this point, it _really_ seems like a solution in desperate, near-the-end-of-the-runway, search of a problem.
