I disagree - the best designers absolutely put their designs in front of people, and get feedback. If they get 5 different answers, they can make their own decisions, but more often they will see common trends in those 5 answers, which enables action.
Whether this tool is good for review is hard to say. It is just a landing page collecting reviewers, with zero information on what the critiques will look like or who will be doing them. But that doesn't invalidate the concept of a platform to get reviews.

Sorry, I meant more like the best designers wouldn't sign up to review some random website for $20.
So it doesn't actually select for great reviewers.
