I've been in this workflow for quite a while and web-based converters never really seem to work properly.
The only decent solution for me has been using Inkscape's Image to SVG converter.
Don't get me wrong, I'm cheering for you but this is does look like something that may need to be a humongous project, so keep that in mind.
