Labels were originally pure labels like tags but now they have added sub-labels and nested labels which is basically the same thing as folders. So they are calling them labels but have basically abandoned that concept and are back to folders.
you can label a message with multiple labels. you can only put something into 1 folder. that's the difference between labels and folders. gmail still has the former, and it works.
