This is like asking "if steam engines are so powerful, why can't they end poverty".

Invalid analogy: Poverty is a macro-structural and multi-dimensional problem. A war is a territorially bounded conflict between two politically exposed parties.

But even if it were valid, since the steam engines have been created, poverty in the world has fallen compared to previous centuries.
