Every single one of these attacks from China should be treated as an act of war. America needs to be far more aggressive in its response and start retaliating with direct strikes on key assets of military and economic value, to serve as a deterrent. As long as the CCP rules China, it must be contained.
The NSA does not require permission from Congress, the White House or anyone else to retailiate. More often than not, these threats are responded to in kind.

The US is still the only Tier 0 cyber power. Its capabilities in this area are unmatched.
