Not really. Opus incorporates the Skype codec, Microsoft has their name on it by virtue of being the new owner of Skype.

I remember when MS participated in MPEG-4 development and then fought MPEG-4 for years.

And now getting sued by Google over FRAND patents defined in the H.264 standard.

Only in the same way you could say Google helped "build" Skype, because Skype uses the VP8 codec.
