Your conclusion doesn't follow any of that though. Having to jump through identification hoops (and creating potential massive harm and opening up huge avenues for abuse) can only make things worse, not better...
Unfortunately too much of our politics in Australia runs along the "Something must be done - this is something - this must be done" principal but nobody stops to think if the "something" is actually a step in the wrong direction and makes things worse. Best not to succumb to the same error!
