If all the most creative individuals are on the brink of starvation, and then their income drops to the point where they can't make it anymore, total creative output and average creativity would go down.
If the least creative individuals are encouraged by their higher but still low creativity to publish more of their work, total creative output would go up but average creativity would go down.

How does each individual get more creative yet overall creativity in society go down? How does that work?
