Looks like Prius is topping the non-plugin hybrid list at 57. The older one I looked at showed they need to increase efficiency by 2% per year.

Does it mean they need to have more models available or actually sell that 65mpge average amount?

Can still produce a two 12mpg v8’s as long as they produce two 120mpge electric cars. Or pay a penalty for failing to meet the standard. I looked it up, the document is 1001 pages long for one I found.
