Identify it, socialize it, and get buy-in that it’s a real problem. Workshop it with colleagues to really nail down the core problem.

If I had a dollar for every time a colleague tried to solve a complex problem on their own… I’d have at least 50 bucks. Even worse when the problem they’re trying to solve isn’t real or at least isn’t that big of a deal.
