I don't know the answer to your question, only that bash.org goes down every few years causing some discussion on here and Reddit then it comes back, sometimes without an HTTPS cert for a while. No idea if it is gone permanently this time. Perhaps you can find the admin/moderators contact info somewhere in the snapshots. They list qdb@bash.org as a contact email assuming their GMail account is still active. I see live MX records pointing to Google. Please let us know if they respond to your email.
The last snapshots on archive.is are from May 2022 [1] and June 2022 [2]
