The #2 problem is served by a large, established industry called relocation services (http://en.wikipedia.org/wiki/Relocation_service). Combining this with a job board doesn't really make sense - the reason people are moving to the US for jobs and not vice-versa is because there are a lot of jobs in the US and not in the places where people are moving from.
