Office 2019 did this for me on my work laptop. Just grab any MS Office window with the mouse, describe a full circle or two, then sit back and watch as the laptop's CPU melts through the floor while the Office window slowly crawls over the screen for the next minute or two.

That's the one! The bug seems to be several years old now.
I gotta say coming back to Windows for a while was a real shock for me. I can't believe how much basic stuff was more or less broken.
