I think it assumes knowledge that the subscription is called "Creative Cloud". It is not immediately clear that older pre-subscription versions were not also "Creative Cloud". I believe the underlying issue (vaguely mentioned in the article) is that some older versions of some of the Creative Cloud projects had licensed sub-modules which have fallen out of licensing. So continued use of the subscription requires an "upgrade" which might remove needed functionality for some users.
