Since laws of nature have no notion of ethics, there can't be inherently ethical technologies. All of them can be equally well used for good and for evil.

If one wants a sword that only cuts if wielded by a righteous hand, one firmly dwells in fantasy (the literary genre).

If one wants ethical use of technology, one has to work on making the actual society norms and mechanisms, while remembering that pacifism does not work.
