Also worth mentioning that they are used selectively because using it comes with a chance of the vuln/vector being discovered and patched, which then requires more research/purchase and potentially downtime. GRU/FSB/NSA/CyberCommand/GCHQ/Unit8200 wouldn’t burn a no-touch smartphone 0day unless they felt they needed to and then only for the targets that are high value enough.
