More precisely, ASPI gets ~ 30% of it's funding from the US DoD locked in advance for five year epochs with no more than 10% of that money (ie %3 of ASPI total annual funding) directed toward US projects of interest.
There are certainly researchers within ASPI that feel no compulsion to tickle the nuts of the US DoD MiC in gratitude.
