City “hosts” have been employed to help manage revellers, especially at weekends,. A one-way system has been introduced, and parts of the red light district can be closed off completely.

Can anyone with more knowledge about the matter elaborate on this? The article is pretty vague and the linked source article [1] is behind a paywall. Is it legal to close off a part of the city? How will it be enforced?
